Under English and Welsh common law, anyone aged 16 or over has the right to change their name and to be known by that new name, provided it isn’t for fraudulent or deceptive purposes. There is no register you must apply to, no panel to convince and no waiting period. The deed poll is simply the written evidence of a decision you have every right to make.
Crucially, your name change and your gender are two separate legal matters. Changing your name does not require you to have transitioned in any particular way, to have come out to everyone, or to hold a GRC. For most trans and non-binary people, public enrolment is not only unnecessary but actively unwelcome, because it publishes your former name.
